重所周知,我国是一个干旱、洪水并发的国家,干旱地区的保水和多雨地区的排水矛盾异常突出。北方城市特别是内陆城市常年受到水资源缺乏的严重威胁,年缺水量达30亿立方米;南方城市常因暴雨引发路面积水,严重阻碍城市交通和居民出行。然而,随着我国经济的迅速发展,许多城镇被钢筋混凝土房屋、大型基础设施、各种不透水的场地和道路所覆盖。而这些不透水的场地及路面具有蓄热性的同时,缺乏呼吸性和雨雪渗透性,从而加剧了气候的劣化,带来了所谓的“热岛效应”,使天赐水资源极少滋润植被,回归大地,而且还加重了疏浚系统的负担,加剧了江河的污染。 2012年4月,在《2012低碳城市与区域发展科技论坛》中,“海绵城市”概念首次提出;2013年12月12日,习近平总书记在《中央城镇化工作会议》的讲话中强调:“提升城市排水系统时要优先考虑把有限的雨水留下来,优先考虑更多利用自然力量排水,建设自然存积、自然渗透、自然净化的海绵城市”。 因此,大量采用透水性材料铺筑各种场地和路面是我国乃至世界道路发展的趋势,也是人类保护水资源、维护生态平衡的必要举措之一。 透水性铺装的生态及环境优势 透水性路面及铺地(简称透水性铺装)的内部构造是由一系列与外部空气相连通的多孔结构形成骨架,同时又能满足路用及铺地强度和耐久性要求的地面铺装。 透水性铺装包括透水砖铺装、透水性混凝土铺装及透水性沥青铺装等;其中透水砖铺装比其他两种拥有独一的重复使用性。我国传统的用于园林铺地的鹅卵石地面铺装也是透水性铺装的一种。有些透水性地砖与绿化相结合,形成半绿化地面。透水性铺装由于其本身良好环境效益越来越受到人们的重视。 维护城市土壤生态环境的平衡 透水性铺装兼有良好的渗水性及保湿性,它既兼顾了人类活动对于硬化地面的使用要求,又能通过自身性能接近天然草坪和土壤地面的生态优势以便减轻城市非透水性硬化地面对大自然的破坏程度,透水性铺装地面以下的动植物及微生物的生存空间得到有效的保护,因而很好地体现了“与环境共生”的可持续发展理念。良好的防洪排水性能 由于自身良好的透水性能的渗水能力,能有效地缓解城市排水系统的泄洪压力,径流曲线平缓,其峰值较低,并且流量也是缓升缓降,这对于城市防洪无疑是有利的。因此,铺装透水性地面不失为城市广场防涝的积极措施。 改善光环境的作用 透水性铺装表面由于孔隙的存在使得投射到表面上的光线产生扩散反射,因而避免了光滑地砖或石材常出现的由定向反射而造成的眩光,雨天不透水地面聚集的水面同样会产生眩光,这种眩光在夜间的车灯照耀下特别严重,这是造成夜晚雨天行车交通事故多的重要原因之一。透水性铺装由于及时消除表面积水,因而克服了行车“漂滑”、“飞溅”、“夜间眩光”等不透水地面所带来的缺陷,对城市交通安全也是有利的。 具有吸音作用 当声波打在透水性铺装表面上时,声波引起透水性铺装内部小孔或间隙的空气运动,紧靠孔壁表面的空气运动速度较慢,由于摩擦和空气运动的粘滞阻力,一部分声能就转变为热能,从而使声波衰减;同时,小孔中空气和孔壁的热交换引起的热损失,也能使声能衰减。由于城市高层建筑以及高架道路的不断增多,再加上穿过市区的飞机噪声,这些声源较高的噪声,从城市上空投射到透水性铺装表面上,根据上述原理,透水性铺装依靠其特有的吸声降噪机理对城市声环境起到明显的改善作用。普通的非透水性硬化广场地面只能将声波重新反射,起不到吸声降噪的作用。另一方面,透水性铺装的多孔结构能使在其上行驶车辆的轮胎噪声降低,进而对降低交通噪声也是有利的。透水砖的孔隙结构能有效降低路面噪声6-10分贝。环保、优化城市环境 大孔隙率的透水工程材料能吸附城市污染物(如粉尘),减少扬尘污染,对地表污水起过滤作用。而且在雨天可以有效的防止地表径流的情况出现,这样就可以防止垃圾随着地表径流随处漂,到处是脏水的情况。使城市无论是晴天还是雨天都是干干净净的,更加环保。美化环境 可以在粘结剂中掺入各种色料,使得透水砖路面颜色变得多种多样,也很容易形成各种图案,可以结合周围景观自由设计,摆脱了以前黑色铺装的单一、凝重、压抑,丰富了城市路面的色彩,美化了城市的景观效果。这种例子在我国已经很多了,我国正在积极研究,现在已有透水性生态彩色艺术地坪,它不但生态环保,且色彩、质感、花式多变,适宜不同的景观风格需求。位于宁夏中卫市的鼓楼大街,就应用了透水砖铺装,一瓶矿泉水倒下去,不过两秒钟就完全渗下,解决了以往花岗岩铺装一遇雨雪天气路面打滑的问题。 经济效益显著 据专家测算,南京市可改造为透水铺装面积约370万平方米,如全部改造完毕,可蓄水69万立方米,相当于70台水泵的排水量;如果这部分降水混入污水系统,浪费严重;2007年,北京改造玉泉西街、体育场北路东段等9条奥运市政道路两侧步道,铺设步道总长5500米,覆盖步道面积2.5万平方米,年可节水1.2万立方米;透水材料铺装的地面与不透水材料铺装的地面工程造价基本持平或更低。有效治理河流治污 城市河道治污在城市建设中具有重要的意义。透水砖路面可用于河道护坡,防止因水流对河堤的冲刷而水土流失,有利于绿化植物扎根生长。应用效果超出有关部门对河岸实施生态修复工程的设想。杭州市为实施“运河申遗”计划,大规模把透水砖路面运用到城市河道的堤岸、护坡工程,很好的实现“水清、岸绿、景美”,成为市民休闲游玩的好去处。有很好的储水性 透水砖路面能使雨水迅速渗入地下,补充地下水,保持土壤湿度,维护地下水和土壤的生态平衡,改善城市生态条件;又能避免因过度开采地下水而引起的地陷和房屋地基下沉等工程地质灾害。经测算,5000万平方米透水地坪,按年降雨量600毫米计,可蓄水3000万立方米,相当一个中型水库容量。可见透水砖铺装路面的蓄水潜力非常巨大! 透水铺装对于城市地下水资源保护的作用 传统的非透水性铺装片面强调硬化地面的防水防渗性能,该路面将自然降雨完全与路面下部土层及地下水阻断降雨只好通过城市排水系统管网排入江、河、湖、海等地表水源中,这就造成城市地下水源难以得到及时的补充,严重影响雨水的有效利用。同时不透水地面降雨时雨水是先通过地面的排水坡度或地表明沟排入下水道,雨水在进入下水道前要经过较长距离的地表径流才能进入城市地下排水系统。该过程使相对较清洁的雨水溶入大量的城市地表污染物,这种径流过程中产生的二次污染,通过城市排水系统进入周围地表自然水体,因而加重了这些自然水体的污染程度。透水性铺装通过本身与铺地下垫层相通的渗水路径将雨水直接渗入下部土壤,雨水通过土层的过滤还可以得到净化。 因此,用透水性铺装代替不透水铺装可以有效缓解城市不透水硬化地面对于城市水资源的负面影响。日本属多雨国家,该国的单位面积年平均降雨量为1800mm,是世界年平均降雨量的215倍,20世纪70年代为解决“因抽取地下水而引起地基下沉”等问题,日本采取了“雨水的地下还原对策”,开发应用透水性沥青路面,20世纪80年代初期日本建设省推行“雨水渗透计划”。日本透水性铺装主要应用于公园、广场、停车场、运动场及城市道路,1996年初,仅东京都就铺设透水性地面及铺地495000m2,据统计,东京透水性铺装市区雨水流出率由51.8%降低到5.4%。20世纪90年代以来,国际上流行使用诸如透水沥青路面、透水砖铺装以及类似我国园林的鹅卵石铺地等透水路面覆盖城市硬化地面,此举对于提高城市市区雨水利用,保证市区地下水的有效补充具有重要意义。透水铺装对于城市广场及市区热、湿环境的改善作用 透水性铺装由于自身一系列与外部空气及下部透水垫层相连通的多孔构造,雨过天晴以后,透水性铺装下垫层土壤中丰富的毛细水通过太阳辐射作用下的自然蒸发蒸腾作用,吸收大量的显热和潜热,使其地表温度降低,从而有效地缓解了“热岛现象”。所以,城市广场及市区中透水性铺装与城市水体蒸发及绿化体系的蒸腾作用一样都将影响城市广场及市区的温度,对改善城市市区的热环境及形成局地风都有明显的作用。“城市干燥化”是城市热岛效应的连锁反应之一。北方城市在少雨季节常见的风沙起尘现象,究其原因就是地表的湿度及蒸发量减少,空气及地表的湿度过小,空气日益干燥。该现象在缺水的北方城市尤其明显,这些城市如果使用透水性铺装,透水性铺装蒸发的水蒸汽会增加空气的湿度,这对于缓解“城市干燥化”也是有利的,该增湿作用可以有效地减少城市地面的起尘及“沙尘暴”危害。透水铺装对于城市地表土壤生态环境的改善作用 不透水铺装严重地破坏了城市市区地表土壤的动植物生存环境,改变了大自然原有的生态平衡。包括城市广场、建筑、道路等设施在内的城市下垫层代替了大自然原有的森林、绿地和田野,形成了“城市荒漠”,野生动植物逐渐失去了其赖以生存的环境而不断减少以致濒临灭绝,可以说城市不透水硬化地面正是形成一系列城市地表生态环境危机的根源之一。联合国环境计划署(UnitedNationsEnvironmentPro2gram,简称UNEP)制定的“人类环境宣言”和“生物多样性公约”正是针对上述危机而提出的世界范围的生态保护法规。透水性铺装兼有良好的渗水性及保湿性,它既兼顾了人类活动对于硬化地面的使用要求,又能通过自身性能接近天然草坪和土壤地面的生态优势以便减轻城市非透水性硬化地面对大自然的破坏程度,透水性铺装地面以下的动植物及微生物的生存空间得到有效的保护,因而很好地体现了“与环境共生”的可持续发展理念。透水铺装对于城市防涝的作用 我国城市基础设施发展严重滞后的状况使得暴雨时节城市排水设施不能有效满足排水及防洪的要求,市区硬化地面常常出现雨水蓄积和漫流现象,这种情况下非透水性铺装无疑会加重城市排水系统的压力,它是我国很多城市夏季产生城区内涝的重要因素。不透水地面只能依靠表面汇水系统及城市排水管网排除地表降雨,在暴雨时这种地面径流急剧增高,很快出现峰值,流量急升急降。而透水性铺装地面由于自身良好的透水性能的渗水能力,能有效地缓解城市排水系统的泄洪压力,径流曲线平缓,其峰值较低,并且流量也是缓升缓降,这对于城市防洪无疑是有利的。因此,铺装透水性地面不失为城市广场防涝的积极措施。
