In order to promote new green building materials with energy conservation, environmental protection and excellent performance, support building energy conservation and green building development, and promote industrial transformation and upgrading, according to the regulations on energy conservation of civil buildings in Hebei Province and the regulations on the use and management of construction engineering materials and equipment in Hebei Province, combined with the reality of our province, our office has organized and compiled the catalogue of products for promoting, restricting and prohibiting the use of construction engineering materials and equipment in Hebei Province (2018 Edition) (hereinafter referred to as "this catalogue"), which has been demonstrated by experts and publicized by the public. The relevant matters are notified as follows:

1. This catalog integrates the contents of the first eight batches of "promotion, restriction and elimination of the use of construction engineering materials and equipment product catalog" in our province. Among them, some materials and equipment that still need to be promoted, restricted and prohibited are retained, and their implementation time is still implemented in accordance with the provisions of the original catalog. At the same time, according to the actual situation of the country and our province, and on the basis of drawing lessons from the policies of other provinces and cities, some contents have been added and deleted. Due to the large variety of materials and equipment, this catalog is not fully covered. Materials and equipment not included in the catalog are still implemented in accordance with the current national and provincial policies and standards.

2. For the products promoted in the catalog, the architectural design and construction units should give priority to the selection according to the current standards and specifications; for the products that are restricted in use, the architectural design and construction units should strictly check and shall not use them within the scope of the restrictions; for the products that are prohibited from use, the architectural design and construction units shall not use them. If the materials and equipment restricted or prohibited in this catalog have been designed and selected before the issuance of this notice, or used for construction projects after the implementation of this catalog, the construction unit and the design and construction unit shall negotiate to modify the design.

The housing and urban-rural construction, urban management and other departments of all cities in the 3. (including Dingzhou and Xinji) shall forward this notice to all relevant units for implementation. Construction, design and construction enterprises that restrict or prohibit the use of materials and equipment in violation of regulations shall be dealt with in accordance with relevant laws and regulations. For production enterprises that violate the regulations to supply restrictions and prohibit the use of products to construction projects, our office will record them in the bad credit files of the enterprises, and publish them on the record and credit platform for the use of construction materials and equipment in Hebei Province.

This notice shall be implemented as of the date of issuance.
